Formally call a gathering to order by delineating the space that the protocol will apply to. Walk in a circle and perform a rhythmic sound, such as clapping, drumming, or humming, while holding an object that can serve as a staff or rod. Rhythmically using the object is advised.
The ritualist then reads the following: “By the Power of the Seelie Court, this meeting shall follow the commoner’s protocol. I facilitate but do not lead. In this space we are equals. All voices must be heard. We respect each other. No violence may occur. Those who break the protocol shall be punished by the Dreaming.”
The ritualist then holds the ritual object and says “This is the Staff of Speaking. Whoever holds it may speak. All others must listen. Those who break the protocol shall be punished by the Dreaming.”
The Staff of Speaking is the sign that whoever holds it may speak, and others may be silent. The Ritualist may gesture to have the Staff transferred to another. If the speaker doesn’t relinquish the Staff, they will have violated the protocol. The Staff must be small enough to be easily held in hand and passed around, and solid enough to survive being handled, though its properties are otherwise up to the whims and tastes of the ritualist. Its often useful to have a Staff which can be wacked soundly on the table in order to get attention.
If no one is holding the Staff of Speaking, its power is not in effect, and those present may speak freely.
Should a character under the effects of the Ritual violate the protocol, the ritualist may use Irresistible Inert, Irresistible Confusion or Irresistible Instinct: (Sloth, Rabbit or Cow) on that character. All of these effects last 10 minutes.
